Kelly V. Sparks - Sheriff

Biography:

A former Davis County Sheriff’s Office deputy and long-term law enforcement professional—he was elected in 2018 and sworn into office in January 2019.

Sheriff Sparks began his law enforcement career with Davis County Sheriff’s Office in 1983 at the Davis County Jail. Upon graduation from the Utah Police Academy and Weber State Paramedic School, he worked in Patrol as a deputy sheriff/paramedic. During his 23-year career with Davis County Sheriff’s Office, Sparks served in a variety of special assignments to include SWAT commander, hostage negotiator, defensive tactics instructor, EMT instructor, public information officer, and, for four years, he served as Chief Deputy. He was also a flight paramedic for Intermountain Life Flight. 

Sparks spent two years as the director of Weber State University’s Police Academy and then was appointed as the deputy director of the Utah Department of Public Safety’s Peace Officer Standards and Training division.   

Sheriff Sparks is a graduate of the FBI National Academy, and has a Bachelor of Science in Sociology and a Master in Criminal Justice—both degrees were completed at Weber State University. 

Sparks is a life-long resident of Davis County and, when he’s not working, he’s enjoying the blessings of his wife, children and grandchildren.

Andrew Oblad - Chief Deputy

Biography:

Chief Deputy Andrew Oblad is a 26-year law enforcement professional. He became our Chief Deputy of Law Enforcement In January of 2019, after 21 years of service with the Salt Lake City Police Department. 

Chief Deputy Oblad oversees the Administration Division, which includes administrative staff, finance, facilities, media and community engagement, training, and emergency management. He enjoys spending time with his family, training and sharing his experiences with police officers. Chief Deputy Oblad is a graduate of the FBI National Academy and earned a Master's Degree from Arizona State University.

Arnold Butcher - Chief Deputy

Biography:

Chief Deputy Arnold Butcher began working in law enforcement in 1990. He spent the first year of his career in law enforcement at Utah Department of Corrections, the rest of his full-time career has been with Davis County Sheriff’s Office where he has worked with all of the various divisions. Butcher also spent a majority of his career working as a flight paramedic with University of Utah Health AirMed.


Chief Deputy Butcher oversees the Corrections Division which includes our Correctional Facility and the Ankle Monitor Program.

Taylor West

Taylor West - Chief Deputy

Biography:

Chief Deputy Taylor West is a 25-year veteran of law enforcement. He started his career with the Salt Lake County Sheriff’s Office, where he worked in Corrections and Patrol. In 2001, Chief West was hired by the Salt Lake City Police Department, where he worked for the next 18 years. At SLCPD, Chief West served as a patrol officer, property crimes detective, homicide detective, undercover narcotics detective, patrol sergeant, undercover narcotics sergeant, patrol watch commander, and Investigations Unit Lieutenant.

In 2019, Chief West accepted a job with the Davis County Sheriff’s Office and was assigned as the Patrol Captain. He was later assigned to the Justice Services Division and is currently the Chief Deputy of Law Enforcement. Chief West oversees the dispatch center, courts, investigations, crime lab, and patrol.

Chief West holds a Bachelor of Science degree in criminal justice from Weber State University and is a graduate of The Northwestern University School of Police Staff and Command (class 435).
