Davis County owns a shooting range located at 1649 East 650 North, Kaysville, Utah. This shooting range is primarily for law enforcement agency training and secondarily for use by the general public.

For at least the past twenty years, Davis County has contracted with Wahsatch Shooters Association of Davis County (“Wahsatch Shooters”) to operate and supervise the general public’s use of Davis County’s shooting range during designated general public use hours.

On April 1, 2024, the Board of Davis County Commissioners held a public meeting to discuss concerns relating to the general public’s use of Davis County’s shooting range, including the contract between Davis County and Wahsatch Shooters.

On April 9, 2024, the Board of Davis County Commissioners requested the Davis County Auditor’s Office to perform a performance audit relating to Wahsatch Shooter’s performance of the contract between Davis County and Wahsatch Shooters.

On July 23, 2024, the Davis County Auditor’s Office issued a performance audit regarding the contract between Davis County and Wahsatch Shooters. This performance audit identified, among other things, a number of concerns relating to Wahsatch Shooter’s performance under the contract between Davis County and Wahsatch Shooters.

Following the issuance of the performance audit, the Board of Davis County Commissioners met on August 20, 2024, in an open public meeting, to discuss matters relating to Davis County’s shooting range, the performance audit regarding the contract between Davis County and Wahsatch Shooters, and future operations of Davis County’s shooting range. At the conclusion of this public meeting, the Board of Davis County Commissioners identified a team of Davis County representatives to work with Wahsatch Shooters to amend the contract between Davis County and Wahsatch Shooters, which contract is set to expire on August 31, 2024, such that the contract will extend through December 31, 2024 and may entail other more substantive changes. The purpose of this contract extension was two-fold: 1) to maintain Davis County’s shooting range open to the general public during designated general public use hours; and 2) to provide Davis County the opportunity to consider alternative options, including seeking proposals from interested parties, which may include Wahsatch Shooters, to operate and supervise the general public’s use of Davis County’s shooting range after December 31, 2024, and possibly enter into a contract with an interested party to do so as soon as January 1, 2025.

Despite Davis County’s good-faith efforts to maintain its shooting range open to the general public, Wahsatch Shooters has circulated written correspondence from one or more individuals associated with Wahsatch Shooters indicating that the shooting range will not be open to the general public commencing Sunday, August 25, 2024, at 4:00 p.m.

At the time of issuance of this statement by Davis County, the website of Wahsatch Shooters Association (wsarange.com), provides that the shooting range “will close Aug 25 2024.”

At the time that Wasatch Shooters no longer is operating and supervising Davis County’s shooting range for use by the general public, but in no event after August 31st, 2024, Davis County will enter a transition period relating to the general public’s use of the shooting range.

It is important to Davis County and the Board of Davis County Commissioners to provide a shooting range for the general public to frequent and enjoy shooting. Although Davis County’s shooting range will be temporarily closed in the near future, Davis County and the Board of Davis County Commissioners are committed to reopening the shooting range to the general public for shooting as soon as possible. 

Davis County and the Board of Davis County Commissioners are aware that there are some organized groups that have shooting events scheduled at Davis County’s shooting range in the near future. Davis County informs these groups that it intends to work with these groups to reach an agreement that will allow these groups to use the shooting range during its temporary closure and transition period.

The Davis County Sheriff’s Office and the Board of Davis County Commissioners would like to remind the general public that, due to the hot and dry summer temperatures, the general public should always use firesafe ammunition and targets, and be sure to shoot away from dry grass and rocks, when recreationally shooting.
