Mobile Food Businesses
Food trucks and food carts as defined in Utah Code 11-56-102, are collectively known as Mobile Food Businesses, and must obtain a Mobile Food Business Permit to operate within the state of Utah.

A Mobile Food Business Permit is issued by the local health department that has jurisdiction wherein the majority of the business's operations take place. The purpose of the Mobile Food Business Permit is to designate which health department will be responsible to conduct the plan review, approve the food truck to operate, approve and maintain the commissary agreement, and provide the majority of the regulatory oversight for the mobile food business.

The fees associated with operating a Mobile Food Business depend on their risk category. Mobile Food Business permits expire on December 31st of the year they are issued.

Commissaries
Mobile Food Businesses must use a commissary for their operations. A commissary is a permitted food establishment in Davis County that has agreed to provide services to one or more Mobile Food Businesses, and has registered as a commissary.
