Commissioner Bob Stevenson is a lifelong resident of Layton City.  He graduated from Layton High, completed his Bachelor’s Degree in Business Administration from Weber State University and did masters work in Distributed Education at Utah State University.  

Bob’s professional career included teaching secondary education at Layton High, Carnation Company, Nestle USA, and owns his own residential construction company.  

Bob has been civic oriented serving in many capacities throughout his life.  They would include little league umpire, volunteer fireman, Layton City Councilmen, Northern Wasatch Home Builders Association, Layton City Mayor, along with numerous boards and committees. 

Bob is married (Lisa) with 4 children and 6 grandchildren.  He enjoys most outdoor activities along with being a very novice Bee Keeper.

Randy B. Elliott - Vice Chair

Vice Chair

Randy B. Elliott was elected Davis County Commissioner on his 35th birthday, November 8, 2016.  He is currently serving his 2nd term as a Commissioner.

Randy is a devoted husband, father and successful business entrepreneur. He and his wife, Julia, have four beautiful daughters. Randy is happy to report that all of his girls are “Daddy's girls.” He and Julia decided to make their home in Farmington where he is part of a long legacy of Elliott's to do so. 

Randy grew up on a cattle ranch, which taught him that with a little hard work and patience, you can accomplish most anything. Randy attended Utah State University where he earned a Bachelor's degree in Political Science, but also took Business and Agriculture classes to balance him out. The determination and work ethic he learned on the ranch quickly placed him in positions of leadership within several organizations at USU.

After working in Washington, DC with Senator Mike Crapo R-Idaho, Randy returned home with a commitment to build up his community.  That commitment includes serving the residents of Davis County - the third largest county in the state by population with over 367,000 residents, but the smallest county land wise.

Lorene Miner Kamalu, MPA - Commissioner

Prior to being elected as a Davis County Commissioner, Lorene Miner Kamalu (kuh-MAH-loo) served over four years as a Kaysville City Planning Commissioner.  While working in her city, she discovered a passion for planning, policy and citizen engagement and decided to pursue a Master of Public Administration degree.  Lorene graduated at the top of her University of Utah executive class in August 2018.

Lorene’s prior experience is in business.  She holds a Bachelor of Science degree in Human Resources from Brigham Young University, worked in public relations before having children, then worked from home for over 20 years to grow a sales team of 320 consultants with Creative Memories.  Lorene excelled as an entrepreneur, earning national awards and training both regionally and corporately.  She worked briefly as a management consultant before turning to public service.

Lorene is proud of her Utah pioneer roots and also values having grown up in Indiana from kindergarten through high school where her father was a university foreign language professor and her mother a musician.  She is married to Layne Kamalu, who is part Hawaiian and pursued a medical career.  They served as an Air Force active duty family from 1993-2000, stationed first at Scott and then at Hill Air Force Base.  When the time came to settle, the Kamalus chose to stay in Davis County because it is an ideal place to raise a family and to enjoy a variety of outdoor recreation.  Lorene and Layne are the parents of five grown children and grandbabies are starting to join the family.  She runs, cycles, lifts weights and practices yoga.
